Yes, one can have babies with one missing tube and one blocked tube but they will need IVF treatment.

The sperm must travel through the tube to meet the egg and the resulting embryo must travel down the tube into the uterus. Without tubes, the road is closed (so to speak) but IVF circumvents the need for tubes. With IVF, they take eggs from the ovary, put them in a petri dish with sperm to fertilize them, then place the resulting embryo into the uterus.

One fallopian tube was cut off and the other was blocked with hydrops. It shows the two tubes are damaged. The tube in the hydrops can be hard to be recovered because of the damage of the inflammed hydrops..You can consider Chinese med_Fuyan pill.It can kill the inflammation from the principle then reach the effect of the function of the fallopian tube.
