    You’ll have to do a ton of research, but I suppose starting at Yahoo!Answers is a good place.

    - You will probably need at LEAST one pharmacist on staff
    - Maybe a reproductive endocrinologist as well?
    - I’m not sure on what licenses you need, but contact the FDA for that (www.fda.gov).
    - I doubt that distributorships have government grants, but you could see. Contact your local small business bureau to check on that.
    - You’ll have to research the fertility drug manufacturers yourself; most of them already will have leads with PBM’s and HMO’s to get the products distributed (don’t know what PMB and HMO are? Study up!) Start by interviewing a good reproductive endocrinologist
    - How successful is this? It’s probably economy-driven (ie, those who couldn’t get pregnant and were shelling out 20K/yr for fertility have cooled off and tried more "homeopathic" treatments right now)
    - The risks are HUGE. I just got out of pharmaceuticals, and as an insider, let me tell you that if there is a tanking industry, this one is it. I would definitely not venture into this sector unless you have solid experience in distributing/supply chain AND pharmaceuticals/pharmacy/FDA

    Hope that helped. I don’t want to be a Debbie downer, but as someone who was recently in the pharmaceutical industry, I can tell you it’s not exactly a place you want to "start out", especially not these days. But do some research, make some good contacts, and then decide if this is still a sound/good choice for you.
