The first step would certainly be to see if you are actually ovulating. You can either buy the kit yourself or your GP can do the 21 day Provera challenge. Even though you are having periods, they could be anovulatory cycle (absence of ovulation). See what happens and take it from there.
With that history and having tried to get pregnant fo 18 months full infertility investigations are justified. Your GP can arrange a day 21 progesterone to confirm ovulation and check a sperm count on your partner, he then needs to refer you to an appropriate clinic so that your tubal patency can be investigated.
